Today, smart technologies are considered as one of the important foundations for strengthening community cohesion on the basis of its greater effectiveness in identifying development problems, involving the community in decision-making " (J. Відповідь на нього як раз і дає сьогодні вищезгаданий Національний університет кораблебудування, де створено новий факультет морської інфраструктури, про який нам надав інфор... У мный порт рождаеться сегодня! М ы живем в городе, где строились и будут строиться корабли - наша гордость и слава корабелов. Начиная с выбора удобного, неприступного для врага места, защищенного с трех сторон водой и с четвертой стороны – специально построенными укреплениями, наш город развивался динамично, создавая корабли боевого и торгового флота, а далее – суда промыслового, пассажирского и научно-исследовательского флотов. С того памятного дня 9 сентября (22 августа по старому стилю) 1789 года, когда по ордеру генерал – губернатора Новороссийского края Григория Александровича Потемкина “ новозаводимая верьф на Ингуле” была именована городом Николаев, наш город рос, развивался и, на ряду с другими городами, создавал мощь и славу великой страны. Николаев- город корабелов. С момента рождения наш город неразрывно связан с морем. Его символ – 44 пушечный фригат “ Святой Николай “, в виде барельефа украшает въезд в Николаев и олицетворяет его предназначение- строить корабли, суда и не только… Николаевский порт – один из крупнейших портов Украины, тесно связал интересы страны, флота и городской общины. Он продолжал развиваться и в те годы, когда корабли не сходили со стапелей заводов, а всю нашу градообразующую отрасль охватывал кризис. Впервые такое случилось в 1801 году после смерти Екатерины 2 и прихода к власти Александра 1, видевшего главной в Российской империи сухопутную армию, а флот –вспомогательным средством борьбы с врагами. Тогда за 10 лет со дня смерти в 1791 году Потемкина , с Николаевских верфей не было спущено ни одного корабля. Город жил торговлей. Только в 1806 году на Адмиралтейской верфи была заложена первая 8 пушечная яхта ” Твердая ”. Второй кризис в Николаеве начался после поражения России в 1856 году в Крымской войне, когда по условиям мирного договора она не могла иметь боевой флот в Черном море. И только в 1862 году был отменен запрет на заход в Николаевский порт иностранных судов, после чего Николаев стал одним из ведущих хлебных портов в России. Лишь в 1898 году был заложен на заводе “ Наваль ” легендарный впоследствии броненосец ”ПОТЕМКИН ”, открывший эру морского металла, сменившего эру боевых парусников. Море зовет ! Modern technology allows us today to look at the Earth from a great height. If you look at a picture from space taken at night, you can see around the Black Sea part of the flooded coast of Turkey and Bulgaria, illuminated by electric light of Nikolaev, Odessa is visible in the light of night lights, visible lights of Kherson and other cities. This circumstance actualizes the solution of problems of increase of technical and technological and organizational efficiency of activity of existing ports and creation of new taking into account modern knowledge and world experience of the advanced countries. From the point of view of ensuring these conditions, it is necessary, in addition to the current situation in Ukraine, to include in the development and creation of models and mechanisms of spatial planning, which are currently being tested in various countries around the world. The Today, the innovative model that ensures the effective formation and operation of port infrastructure, as well as increasing the competitiveness of the port itself, should be considered models and technology platforms "SmartPort" (" Smart Port "). The essence of SmartPort technology, in general, is to provide solutions to operational and design problems arising in the process of operation and development of the port, based on the creation of intelligent control systems. There are different approaches to the formation of the basic elements of SmartPort technology, which usually reflect the specifics of a particular port. The strategic directions are considered to be the components of SmartPort technology: SmartEnergy technology and SmartLogistic . SmartPort technology must be integrated into the SmartCity system. The Analysis of the results of the introduction of innovative SmartPort technology in different countries of the world shows its high efficiency, which can serve as a basis for its adaptation and implementation in the ports of Ukraine. Given the available scientific potential, the developer of such models for the ports of Ukraine may be the National University of Shipbuilding named after Admiral Makarov . Such is our nearest prospect, and to us to the nikolayevets who are experiencing not the best times today, it is lucky that in our city there is a shipbuilding university with new faculty of sea infrastructure where already today prepare creators of the future. After all Nikolaev, most likely, thanks to this circumstance and our indefatigable, talented people, will become the first port city of modern sea technologies in Ukraine. Если посмотреть на снимок из космоса, сделанный ночью, то можно увидеть вокруг Черного моря часть залитого светом берега Турции и Болгарии, освещенный электрическим светом Николаев, видна Одесса в свете ночных огней, видны огни Херсона и других городов. Очень хочется, чтобы свет родного Николаева был ярче огней других городов. Сегодня для этого есть не только предпосылки, у нас в Николаеве существуют реальные серьезные проекты создания морской инфраструктуры, не уступающей мировым лидером современных транспортных коммуникаций. Возникает закономерный вопрос: как это сделать? Ответ на него как раз и дает сегодня вышеупомянутый Национальный университет кораблестроения , где создан новый факультет морской инфраструктуры, о котором нам предоставил информацию декан факультета , один из его создателей, доктор технических наук Харитонов Юрий Николаевич. Вот что он сказал:- “Началом создания факультета морской инфраструктуры Национального университета кораблестроения имени адмирала Макарова был приказ ректора №382 -к от 17 апреля 2013г.,”- которому предшествовала большая подготовительная работа. " О сновное задание нового факультета – подготовка высококвалифицированных специалистов, способных реализовать комплекс системных задач развития морской инфраструктуры Украины путем внедрения современных технологий проектирования, методов и моделей управления, повышение энергетической эффективности, экологической безопасности с учетом проблем и особенностей социально- экономического развития регионов. Возможность создания факультета базировалось на том, что вуз своим научным и педагогическим потенциалом может обеспечивать подготовку востребованных в настоящее время и в перспективе специалистов соответствующих профессий практически для всех составных элементов морской инфраструктуры наших приморских городов, в том числе таких, как Николаев. В нее входят порты и припортовые хозяйства, судоремонтные заводы, специализированные погрузочно-разгрузочные комплексы, нефтеперерабатывающие терминалы и т.д. Организация факультета морской инфраструктуры соответствует основным положениям утвержденной стратегии развития университета, важнейшим из которых является поиск направлений подготовки специалистов востребованных не только в Украине, но и за рубежом. Принятые за последние годы в нашей стране нормативно-правовые акты предусматривают глубочайшее реформирование морской инфраструктуры Украины. Это значит, что в ближайшей перспективе нам понадобятся молодые, качественно подготовленные, мыслящие по новому, со своими взглядами на решение многих проблем, специалисты. И вот с какими сложными и ответственными задачами им придется иметь дело на практике в ближайшее время . Сегодня уровень развития портов Украины определяется степенью их интеграции в логистические схемы мировых грузопотоков. Доля отечественных портов в мировых грузооборотах сравнительно мала, однако потенциал значительного наращивания перевалки грузов существует. Это обстоятельство актуализирует решение задач повышения технико- технологической и организационной эффективности деятельности существующих портов и создание новых с учетом современных знаний и мирового опыта передовых стран. Важным условием развития портов, безусловно, являются признанные принципы в части экологической составляющей, развития инфраструктуры портов, а также прибрежных территорий. Эти вопросы нашли свое отражение в ряде Международных конвенций, соглашений и других нормативных документов, и в конечном итоге являются условиями, которые необходимо выполнять на всех стадиях развития портов и портовой инфраструктуры. С точки зрения обеспечения данных условий необходимо дополнительно, применительно к существующей ситуации в Украине, включить в действие разработку и создание моделей и механизмов пространственного планирования, которые на сегодняшний день апробируются в различных странах мира. Сегодня инновационной моделью, обеспечивающей эффективное формирование и работу портовой инфраструктуры, a также повышение конкурентоспособности самого порта, следует считать модели и технологические платформы ”SmartPort” , (“Умный порт “). Суть технологии SmartPort, в общем случае, заключается в обеспечении решения операционных и проектных задач, возникающих в процессе работы и развития порта, на основе создания интеллектуальных систем управления . Существуют различные подходы к формированию основных элементов технологии SmartPort , которые, как правило, отображают специфику конкретного порта. Стратегическими направлениями считаются составляющие части технологии SmartPort : технология SmartEnergy и SmartLogistic . Технология SmartPort должна быть интегрированной в систему SmartCity. Анализ результатов внедрения инновационной технологии SmartPort в различных странах мира показывает ее высокую эффективность, что может служить основанием для ее адаптации и внедрения в портах Украины. Учитывая имеющийся научный потенциал, разработчиком подобных моделей для портов Украины может выступать Национальный университет кораблестроения имени адмирала Макарова . Такова наша ближайшая перспектива, и нам николаевцам, переживающим сегодня далеко не лучшие времена, повезло в том, что именно в нашем городе есть кораблестроительный университет с новым факультетом морской инфраструктуры , где уже сегодня готовят творцов будущего . Ведь Николаев, скорее всего, благодаря этому обстоятельству и нашим неутомимым, талантливым людям, cтанет первым портовым городом современных морских технологий в Украине."
