Starting with the choice of a convenient, inaccessible place for the enemy, protected on three sides by water and on the fourth side - specially built fortifications, our city developed dynamically, creating ships of the navy and merchant navy, and then - ships of commercial, passenger and research fleets.

From that memorable day on September 9 (August 22 in the old style) in 1789, when by order of the Governor-General of the Novorossiysk Territory Grigory Alexandrovich Potemkin "newly built shipyard on Ingula" was named the city of Nikolaev, our city grew, developed and, along with other cities , created the power and glory of a great country.

Nikolaev - the city of shipbuilders. Since its birth, our city is inextricably linked with the sea. Its symbol - 44 cannon frigate " Saint Nicholas ", in the form of a bas-relief decorates the entrance to Nikolaev and embodies its purpose - to build ships, ships and more “

Then for 10 years from the date of Potemkin's death in 1791, not a single ship was lowered from the Nikolaev shipyards. The city lived by trade. Only in 1806 at the Admiralty shipyard was laid the first 8 cannon yacht "Solid".

The second crisis in Nikolaev began after the defeat of Russia in 1856 in the Crimean War, when under the terms of the peace treaty it could not have a navy in the Black Sea. And only in 1862 the ban on access to the Nikolaev port of foreign vessels then Nikolaev became one of the leading grain ports in Russia was lifted. Only in 1898 was the legendary battleship POTEMKIN laid at the Naval plant, which opened the era of sea metal, which replaced the era of combat sailboats.

It is difficult to name in full shipbuilding crisis years of the Second World War, despite the fact that the majority of the Nikolaev plants was destroyed. Thanks to heroic defense of Nikolaev it was possible to evacuate from our city those who in the depth of the country on the taken out Nikolaev machines created fighting power of the country and in the most difficult conditions developed modern production at that time.

Now after collapse of the USSR it is difficult to all, but hopes for the best don't leave nikolayevets. It cannot be said that the "brain drain" abroad has stopped. Alas, people leave their native places in search of a better life, but the holy place is never empty, says folk wisdom. And this place should be taken by educated young people, prepared to solve the new problems facing society.

Nikolaev - the city of engineers, more than a third of existence of the city its history is closely connected with the Nikolaev shipbuilding institute of a name of Admiral Makarov which became today National university of shipbuilding. In September 2015, he celebrated his 95th birthday.

For more than two-century period of life of our city in Nikolaev the intellectual elite is created. These are specialists of various professions, whole dynasties of shipbuilders, machine builders, electricians, not to mention all of them. And how many new specialties have appeared now, such as managers of the organization of production processes, programmers, specialists in the field of telecommunication technologies, project managers, etc ..

The modern world does not tolerate low speeds, and our city, like a ship, must gain speed in moving forward, in development, so as not to be among the lagging behind. In the 21st century, when advanced digital technologies provide an unprecedented rate of development of territories that until recently were considered backward, Nikolaev with its traditions of a leader in marine technologies will confidently take its place in this rapid movement of our civilization forward.

Nikolaev - port city. And here you can see the strategic perspective of our city as a hub port of the Northern Black Sea coast.

Modern technology allows us today to look at the Earth from a great height. If you look at a picture from space taken at night, you can see around the Black Sea part of the flooded coast of Turkey and Bulgaria, illuminated by electric light of Nikolaev, Odessa is visible in the light of night lights, visible lights of Kherson and other cities. It is very desirable that the light of native Nikolaev was brighter than lights of other cities. Today for this there are not only preconditions, at us in Nikolaev there are real serious projects of creation of the sea infrastructure which is not conceding to the world leader of modern transport communications.

A natural question arises: how to do it? The answer to it is given today by the above-mentioned National University of Shipbuilding, where a new faculty of marine infrastructure was created, about which we were provided with information by the dean of the faculty , one of its founders, Doctor of Technical Sciences Yuri Kharitonov. Here is what he said: - "The beginning of the creation of the Faculty of Maritime Infrastructure of the National University of Shipbuilding named after Admiral Makarov was the order of the rector №382 -k dated April 17, 2013," - which was preceded by a lot of preparatory work.

The possibility of creating a faculty was based on the fact that the university with its scientific and pedagogical potential can provide training in demand now and in the future specialists in relevant professions for almost all components of the maritime infrastructure of our coastal cities, including Nikolaev. It includes ports and port facilities, shipyards, specialized loading and unloading complexes, oil refining terminals, etc.

 

The organization of the Faculty of Maritime Infrastructure corresponds to the main provisions of the approved development strategy of the university, the most important of which is the search for areas of training in demand not only in Ukraine but also abroad.

The normative legal acts adopted in our country in recent years provide for the deepest reform of the maritime infrastructure of Ukraine. This means that in the near future we will need young, well-trained, thinking in a new way, with their views on solving many problems, professionals.

And here are the complex and responsible tasks they will have to deal with in practice in the near future.

Today, the level of development of Ukrainian ports is determined by the degree of their integration into the logistics schemes of world cargo flows. The share of domestic ports in world cargo turnover is relatively small, but there is a potential for a significant increase in cargo handling. This circumstance actualizes the solution of problems of increase of technical and technological and organizational efficiency of activity of existing ports and creation of new taking into account modern knowledge and world experience of the advanced countries.

An important condition for the development of ports, of course, are the recognized principles in terms of the environmental component, the development of port infrastructure, as well as coastal areas. These issues are reflected in a number of international conventions, agreements and other normative documents, and ultimately are the conditions that must be met at all stages of development of ports and port infrastructure. From the point of view of ensuring these conditions, it is necessary, in addition to the current situation in Ukraine, to include in the development and creation of models and mechanisms of spatial planning, which are currently being tested in various countries around the world.

Today, the innovative model that ensures the effective formation and operation of port infrastructure, as well as increasing the competitiveness of the port itself, should be considered models and technology platforms "SmartPort" (" Smart Port "). The essence of SmartPort technology, in general, is to provide solutions to operational and design problems arising in the process of operation and development of the port, based on the creation of intelligent control systems. There are different approaches to the formation of the basic elements of SmartPort technology, which usually reflect the specifics of a particular port. The strategic directions are considered to be the components of SmartPort technology: SmartEnergy technology and SmartLogistic .

SmartPort technology must be integrated into the SmartCity system.

The

Analysis of the results of the introduction of innovative SmartPort technology in different countries of the world shows its high efficiency, which can serve as a basis for its adaptation and implementation in the ports of Ukraine. Given the available scientific potential, the developer of such models for the ports of Ukraine may be the National University of Shipbuilding named after Admiral Makarov . Such is our nearest prospect, and to us to the nikolayevets who are experiencing not the best times today, it is lucky that in our city there is a shipbuilding university with new faculty of sea infrastructure where already today prepare creators of the future. After all Nikolaev, most likely, thanks to this circumstance and our indefatigable, talented people, will become the first port city of modern sea technologies in Ukraine. "
